GTA 5 is this FPS right?

I recently had a gtx 970 and now I'm upgraded to a 980 ti.

Specifically for GTA 5 settings i have basically everything on max except msaa which is on x4 and txaa is on. Grass is on very high. I have all the advanced settings maxed except high resolution shadows which is off. I'm getting from 60 fps to down max 43ish. Is this normal? I mean its a fuckin 980 ti and i cant even run it max with stable 60fps at 1080p?

other specs:
16gb ram
i7 2600k oc to 4.5ghz.

like..is there something wrong or is it just badly optimized like that?

you can try lowering some settings down to not get lower than 60 fps


yeah i saw the same graph, but my settings aren't even at max, they're like barely at max. it also says "average fps" i sure as hell dont get no 63 average fps. it barely hits 60. Realistically it runs 43-58 mostly and its choppy as hell. I feel like somethings wrong.
 


I mean..I have the latest updated drivers which are 353.06...

do i need to go back and specifically get the gta 5 game ready driver?
 
Thanks for the help guys but i found the issue.

One of my case fan plugins was causing the gpu to not be seating 100% correctly, very stupid of me but i knew something was off. Anyone else find problems.. MAKE SURE YOUR GPU IS 100% SEATED in its slot and you hear a click and can't just pull it out. mine was like 99% seated inside and it had problems.
