GTA 5 issues

So, I have a gtx 1070, i5 4590, 8gb ram, and 1tb hdd. Given these specs, you'd expect good performance, but running at 1080p max settings (except aa), It's only running at around 40-60 fps. This isnt that bad because I have a g-sync display, but the problem is the game keeps stuttering. It will freeze for a few second every 30 seconds or so. Also when in a helicopter some hills would not render at all. What could be the source of my problem?

I also had some light mods running like invincibility and things like that.
 


got rid of mods, gpu usage 60-99%, dropping to 0% at these freezes, which last anywhere from 2-15 seconds. Gpu max temp was 77C. Cpu usage about 60-100%, also dropping to a low% at some points (probably during the longer freezes). temps well under control, never passed 60C. Grass quality is at high, while everything else is set to very high. When checking the settings I noticed it was freezing in the menu of the game. I have no idea what is causing any of this
 
Well, it seems like a bottleneck is occurring. Since you are at 1080p, a lot of the work is based off the CPU. Turn the grass settings down, that is a CPU hogger right there. You may need to turn down some settings since this is an i5, but you also said you notice some freezing in the menus. Was this before the games started, or during the game? Do you have anything else running in the background?
 


I was initially playing in 1440p but I figured the performance issues were because of the resolution so i turned it down to 1080p. The fps did not change much from this, proving it's a bottleneck. The menu freeze happened during the game. ONly thing running in the background was msi afterburner to monitor temps and usage.
