GTA 5 low fps problerm - need solution

I have dell inspiron laptop with i3 processor intel hd 4000 graphic card, 4 gb ram, 500 gb hard disk, windows 10 os
but the problerm is that when i run gta 5 it lags and stutters and i get low fps like 20 fps it even lags in low fps mod
any solution?

Your systems is not up to the task of running that game. Your gpu and ram are inadequate to run the game. The ram can be upgraded but the gpu can't. If you want to play GTA V you'll need a better system.

If you don't mind the game looking like GTA:SA from 2005, then it is perfectly possible to mod the game to play well on very low-end machines. There are at least a couple of more extreme mods.
