GTA 5 running at 30FPS with 100% load on GPU

Hello,
I recently started playing GTA5 on the PC about 3 weeks ago. I play it primarily online and the game runs really well when I am playing by myself (64fps with vsync on 60% GPU load). When I start playing with friends though the game starts to fluctuate heavily on the fps as low as 30 and increase the GPU load to 100%, and while it is doing this the game is lagging heavily for all parties involved. It rubberbands badly and they are seeing me crash into things that I don't touch and vice versa depending on who is driving.

I have been able to fix it three times where there is no lag between me and my friends, but after I turn off my computer, then turn it back on, the problems come back, and the prior fix no longer works.

So far I have tried:
Opening the ports recommended by rockstar on the router and setting my IP address as reserved (This worked until I turned off my computer)
Turning off the firewalls on the modem/router combo.
Using a separate router from the modem/router combo from comcast and opening those ports.
Made sure the new router was up to date on firmware.
Setting my IP into the DMZ.
Unplugging the projector from the GPU and restarting ( Second fix).
Completely wiping the GPU driver and reinstalling it (Third fix).
Uninstalling and reinstalling GTA 5.
Installing GTA 5 onto the SSD.
Turning Vsync on and off
Adjusting graphics settings from very high and down.
Tried running the repair tool
Alt-tabbing in and out of the game
Changing the screen from full to windowed/windowed border less.
Tried older GPU drivers
Checked power settings and re-seating the card.

I am sure I did more, but that is the gist of it. When it was working in its prime for those couple of fixes I was getting around 150FPS with vsync off. My net speeds are 120D 10U. The projector was being used as a second monitor. Fans are working, and temperatures are within normal operating range.

I had a similar issue to yours when playing with friends. I have a pretty solid rig, but my friends are planning on upgrading soon. We found that because HIS rig was having serious fps issues it was causing bad lag on my end too. While I can't confirm anything solid for you, after he switched his settings to something reasonable (something hitting over 60 fps), my side was running much more smoothly too.

I'd recommend checking to see if your friends rigs are running at low fps on average without online, if they are, see if they'd be willing to turn some settings down and see if that helps at all.
 
Right, but his fps drop only seems to happen whenever he is online. Singleplayer he should be wrecking it for sure :) I've just noticed the same issue with my rig when playing with a friend struggling to hit even medium settings, singleplayer gets a smooth 60+ fps otherwise on very high.
 
Power settings are at high performance.
Friends are running at 60fps under very high settings, offline and online.
I have turned AA off and though it helps the frames it doesn't help the lag when riding with others in vehicles.
The game runs amazing when I am playing offline story mode and even when playing online by myself. It is when I start playing with other players I cause them lag, and start lagging myself.
 
Have you monitored your CPU and GPU temps while playing the games?

If not, download HWinfo, and run it before you start playing, and then check it when you are done playing.

What power supply do you have?

Have you ever turned the settings in the game all the way down to low and run the game that way to see what happens?
