Gta 5 Running Very Poorly

GTA 5 before has ran quite decent for me, around 40 frames or so. But recently after re-installing the game on steam GTA has barely made it past 20 fps.
My specs are:
AMD fx-6300 six core processor 3.50 GHz
GTX 950
8 GB RAM
Windows 10
64 Bit

I run the game at 1920x1080
any help would be appreciated.

unlikely like you said. Request you to install RTSS and on screen monitor GPU and CPU usage and check anything is 100% all the time or temp are very high something. Since you have reinstalled it online, it will be the latest version with improved optimization.

However is there any modification hard/soft in yr system?

Ill install RTSS and the GPU & CPu usage checking stuff, could you rephrase the modification part i didnt really understand

i havnt done anything that i know of, everything so far has been the same as i got it

i also figured out that when i deleted script hook v that the game went to 30 fps

No man you have to activate on screen display, it is like a small stat window while you play games displayed in any corner of the screen. Google it how to activate it. Then turn on cpu, gpu usage % and cpu and gpu temp.
