I have had this problem for about a year now and never fixed it i have just put up with it but i really want to do something about it

story mode on GTA 5 runs fine no fps problems at all, online have terrible stuttering drops into 30s sometimes, i have changed settings to lowest possible and the drops are the same (only in online) it also seems to be worst with more people it also drops usually when i walk near people, ihave also reinstalled the game with no success and also reinstalled windows again with no success, is my i7 2600 a bottleneck PLEASE HELP!!

Had that in past, also in singleplayer with i5 and 970 GTX, fixed upgrading to 16 GB instead of 8, yes unfortunately GTA V uses more than 8 GB of RAM in which causes really bad stuttering after playing the game for a while, I don't think the CPU is the issue here since it happened with me also on lowest settings possible, it is related to RAM usage and Page Filing, but before buying anything try checking your RAM usage ingame and Disk usage through task manager and post results.. I remember mine was like 98% in usage.

Hmm weird, let's see -

1 - Do you have Adaptive Vsync ON or any Vsync? If you have a 60hz monitor or tv, set VSYNC ON otherwise the game will lag as hell, beyond 60hz just let it off.

2 - You said you set all settings to low right? What about the Advanced Graphics Tab in GTA V, where there's the Extended Distance Scaling and Extended Shadow Distance, make sure you set those to 0, where the bar is grayed out I had lots of stuttering with those slided to max. Also try not using either Shadow Quality or Grass Quality at Ultra. In case of shadows there's something related to Anti Aliasing effect on smoke or something that makes the game lags when driving...

3 - Have you managed to check your connection during game or ping? Do a speed test see if everything is okay with your network, the delay of synchronization with other players causes stuttering too.

4 - Did you messed anything in AMD Graphics Card Panel settings? I have NVIDIA I don't know how it works with AMD, but I'm pretty sure you've got one AMD Panel somewhere that you can tweak your Graphics Card settings right? Try restoring to default settings and see if it changes anything.

5 - As I asked before... please monitor your CPU, DISK and RAM usage ingame and post results, you can do that with Windows task Manager. Regarding the Bottleneck you can use MSI Afterburner to Monitor CPU and GPU usage ingame, tell me how is the percentage of each one is staying at. If your GPU is using like 30% whereas your CPU is at 99% then you have a bottleneck...

Try those and tell me how it goes..

My CPU runs about 60 to 80 percent most of the time and GPU runs at 16% constantly , I set AMD control panel to defaults and changed settings like shader cache and texture quality still no difference,V sync is always been set to on, Advanced Tab is set off always, I'll screen shot my settings and post them later and regarding to dropping to 45 it drops to 45 at its worst again regardless of settings seems to happen more with more people in server

Your CPU is at a very high usage reaching 80%, and GPU is only 16%? It's a really low usage for the GPU pretty much a bottleneck sign but before we jump into conclusion, I'm not sure how much GTA V uses on both, I know that it differs from system to system, when I get home I'll test mine and see ingame usage of my CPU and GPU to do a comparison with yours, because some games tend to use more CPU and less GPU or vice versa. Although I don't really think your I7 should bottleneck your Graphics cards since they are balanced somehow. Have you tried settings energy consumption to "prefer max. performance" in Control Panel?

can a bad connection really cause stuttering i mean it would explain the stuttering in online only, it gets worse with more players i live in Australia i'm getting 1.78mbps download and 0.33 upload and im also using Ethernet

People usually recommend 4mps for GTA V, but some can relate running the game with lower speed than that and still not facing any lag at all... do you have issues in other games? Like high ping or anything?

I think i use self radio and no this doesn't really happen in any other games although my other games aren't that intensive as gta 5 but im downloading doom 4 at the moment and seeing if it still has drops in that. How does self radio effect the performance

Unfortunately Rockstar did a shitty job regardin Self Radio in GTA V it's unlike everything they've done in other GTA games like Vice City for example that you could simply put those mp3 samples and listen to it. The game somehow keeps accessing the song files everytime you play then.. which causes the disk to have high usage hence the game starts to stutter like hell even on good rigs and when you are driving most of the time, also it increases the texture pop in for some people, best is to "Cut" the user music folder to somewhere else to check if it fixes anything and turn self radio off for now.

Try checking your Windows or Card Power Consumption and set it to Max Performance. Not sure how to do it in AMD but in Windows you can
go through "Control Panel" and then "Power Settings" try setting to Max Performance and see if it works.

Also try reinstalling DirectX - https://www.microsoft.com/en-US/download/details.aspx?id=35

Whats your refresh rate in GTA V? Sometimes it bugs somehow on mine and it decreases to 30hz or 25hz specially when I switch to TV or monitor.

it says that its a 60hz monitor but i just installed direct x it said it need additional components honestly i don't think it will change anything but i'll check tonight
