Gta 5 wont run well with my gtx 970

Could be a CPU bottleneck, GTA V can't scale perfectly across 8 cores, so your FX 8350 won't be pegged at maximum but could still be causing a bottleneck. I guess you can try overclocking your CPU if you haven't already and see if that improves your GPU usage numbers. Seeing 50 to 80% usage on the GPU does indicate a bottleneck somewhere, or some sort of major driver or game optimization issue.
What CPU does your friend have? It could be your CPU.
Where is GTA 5 installed? If it's on your HDD, that may be the problem, 7200RPM drives don't affect game performance, but 5200 ones like yours can.
How much Ram does your friend have? GTA5 can easily use up 8gbs of ram. Try to close unnecessary programs, like Chrome and Firefox.
 
You could be hitting a CPU bottleneck, the FX 8350 performed significantly worse than the i7 4770k when paired with a GTX 980 when GTA V was first benchmarked, the game doesn't seem to like AMD CPUs very much. You can use programs like MSI Afterburner or GPU-Z to monitor your GPU usage, if it's significantly less than 100%, and you see 4 of your CPU cores pegged at maximum, then you probably have a CPU bottleneck. If that's the case, you'll have to either overclock to try to alleviate the bottleneck, or start looking at switching to Intel, as AMD doesn't have any chips that are better than the FX 8350.
