GTA IV: Camera Shake and Missing Textures Fix

I got GTA IV pc version and has a camera shake problem at first so I search for solution and I got this LaunchGTAIV.exe that fixed it. However, as I run the game using that exe, some textures took time to load up or in some case it is totally missing like no roads, wheels, etc. So I search again this problem and I got this commandline.txt that fixed it but not using the LaunchGTAIV.exe. The GTAIV.exe must be used and textures made it working fine however later in the game, the camera shake problem occur again. Do anyone encounter this type of problem also? Please help me

What are the specs for your system? Also, where did you get GTA IV from?
