Question GTA IV Complete Edition stutters a lot ?

GTA IV stutters a lot. I installed old drivers and it helped a bit, but it's still stuttering. What should i do?

4GB RAM
I played this game on Helios 300(11900H/RTX 3060/16GB) with no stuttering issue.But i cant get max settings.

FusionFix might help.

Try launching game directly from executable in gta 4 folder. Limit fps to 45, I found cutscenes were much smoother since they're recorded at 30fps but 30fps is too low for game play, 45 is ok.

Stutters becomes much less as you progress further into the game.
