Gta iv graphics problem

My PC i3,8gb ram ,gtx 750ti 4gb

I'm playing GTA IV now.but I can't change graphics.how to fix it this problem

Make a shortcut of the game. Right click on shortcut and in the Target field add this "-nomemrestrict -norestrictions" in the end without double quotes.
