Hi guys,
I recently installed GTA IV in my pc. I faced lagging issues at any resolution above 800 x 600 and also the game used to close with an error after sometime. So I installed GTA IV latest patch 7. After that the game stopped closing with the error. But it lags even at lowest resolution now. With details settings set to medium. I installed gamebooster, updated gfx card's driver, defragmented disk too but it didn't help.

My systems specs are:-

Microsoft Windows 7 64bit.
Intel Core i5 4670K @ 3.4 Ghz with intel motherboard.
Sapphire AMD/ATI Radeon HD 5450 2GB
DDR3 RAM - 8GB
Hard drive - 720 GB
I don't understand why it's lagging. Processor is latest, not the best of Intel but the game is not latest either. I am able to do heavy video editing with this rig without any issue. This is the only game I installed on this pc. Why is there no performance optimization option in AMD catalyst like there is on NVIDIA? Any help would be appreciated. Thanks.

HD 5450. I am surprised you can play the game at all. That is not a gaming card at all and can hardly run any modern games.
Performance optimization would make no difference if the card is struggling to run the game.

The rest of your system is great though and as mentioned above, video editing is mostly CPU intense.

Shneiky is correct in saying that the integrated graphics on your CPU is better than the HD5450.

It is lagging because your graphics card is extremely outdated, define heavy video editing. Also when editing its probably the cpu that's doing all the work.

GTA IV should run on that. I guess you are facing a software issue. Try reinstalling the complete game.

Also the Radeon HD 5450 is sitting at the lowest tier of graphics cards. The Integrated video in the 4670k is faster (if the drivers work). Even so, 800 by 640 should be handled easily.

According to the official requirements, a Intel Core 2 Quad 2.4Ghz (q6600) but I used to play GTA IV with a q8300 (2.5 ghz), a gtx 550 ti (3x times better than the OP card) and I had a laggy gameplay without maxing everthing up. Later I changed my core 2 quad for a i5 4570 (3.2 ghz) I could max out the game with 50+ fps.

My old pc surpassed the recomended requirements but it could not run the game properly because the game is too unoptimized for pc.

The OP graphics card is so slow and old that even the integrated graphics card of your processor (HD 4600) is significantly faster, so he should start using it.

Can a poor GFX card limit the performance of a processor? Just like when a slow RAM is put with a fast RAM, the faster RAM only performs as good as the slower one. Well I think that's not the case but just wanted to make sure. By the way I have re-installed the game. Thanks for the reply guys.

It won't limit what the CPU can do, but that does not mean much in the case of gaming. It's like putting a 1" pipe in front of a 5" pipe. The 1" pipe won't make the water flow slower though the 5" pipe, but it will keep the end point from getting the benefit of the larger pipe.

For that CPU get a better video card or just run on the onboard video, although for a gaming system that is not the best idea. Radeon R7 240 or nVidia GT 640 are good budget cards and should run on many power supplies (that are very close to 300 watts that is).
