GTA IV On Quad Core built PC LAGGG!

Hey guys just built a new computer for my brother was really cheap only cost £250
Intel Core 2 Quad Q6600 2.4Ghz @ 3.2Ghz
4GB DDR2 800Mhz
Gainward GTX460 GLH Edition 1GB
500W Corsair PSU

Now at the very least i thought this system would be able to play GTA IV on 1920x1080 all medium with a average of 40fps being a highly overclocked GTX460 involved i knew there would be bottleneck. But upon testing this game at 1920x1080 all medium view and detail distance at 1 the game lags like hell with a minimum of 20fps and average of 30fps online which is terrible. The gameplay goes from a good 50fps and goes back down to 28-34 fps rapidly if i go to the city with other players.

Im running the latest 1.0.7.0 patch. Is this the expected fps from a Quad core 3.2ghz and a GTX460?

It's a very, very badly optimized game, and the hardware you're using is not by any means very new. I'd check out the GTA IV forums, as it's certainly a problem with the game itself, and there may be some sorts of fixes that you can apply (increasing the amount of memory it can use etc). Your figures don't sound too out of whack.

What i mean't by new is i just built it, in no way are the parts used new there old tech. I myself run a 3770K and a GTX670. But the Q6600 doesn't have the power to drive GTA IV it seems

You do realize that an i7 and i5 are so similar in performance its almost useless to buy one unless your doing heavy video/photo editing,rendering,etc.

I have knowledge in hardware, the i7 was needed because i do heavy rendering and sometimes i render video and do a lot of photoshop alongside or 3DS Studio Max vice versa. The i5 and i7 are identical in games because the HT is rather pointless I know that already but thanks.
