Gta iv or eflc is not found in current diectory

hello i m download gta 4 and this game creates a problem. the game says please select any folder which download your game i select and try all folder but error and says {gta iv or eflc is not found in current diectory} please tell me how can i install??

Download as in from a torrent or download meaning you installed it using your disks?
