gta iv is a poorly coded pc version of a console game. it heavily taxes a pc's cpu, ram and gpu. a pentium dual core with mobile nvidia gt gfx might not be up to the task.

@op: you cannot upgrade laptop gfx unless your oem allows you. most of the times i.e. 90%+ you're stuck with the gpu, period. imo a pentium dual core laptop is entry level and it is very very likely that hp doesn't offer gfx upgrade for this. check hp's website with your laptop's model number.
