GTA IV / XFX ATI Radeon HD 4850

I have seen in multiple places, that you can run GTA IV, at max settings, without lag, on an XFX ATI Radeon HD 4850. I can only get 20fps max on everything full, except the view distance which is below half. Any Ideas why? most important part....resolution?

maybe max at 1650x1080 or lower, but jump up to 1900x1200 and it's a different ballgame

GTA 4 is a CPU hungry game...
HD4850 is not good above 1650x1080 of resolution...

GTA 4 is REALLY (I don't know how to emphasize on this more) CPU dependant, so you'll need some 8-threaded Core i7 monster if you want 60 FPS at max settings.
What I mean is, it's not your GFX card which can't run it.
You could try with a CPU overclock.
