if you have a quad core cpu like i5 or i7 then gta4 will run good on cards like ati6790 or gtx 550ti but for max resolution you have to need a card like ati 6950 or nvidia gtx 560ti

i will recomend you to buy gtx 560ti its realy nice in all new games with dx11

i almost bought gtx460, but then realized i have 17"screen with max 1280x1024.
460 handles up to 2560x1200 and i don't think of changing my lcd anytime soon. So do i really need 460?
maybe i can go for gtx550ti which is on sale here

If your on such a small resolution a 550ti should be perfectly fine, i have a friend who runs at a slightly higher resolution and has that same card and he gets great frames at high settings in most games he plays. A GTX 460 would perform better but at the cost of more heat and power usage and I'm not even sure you would notice the difference at that resolution. To me, the 550ti is the way to go in your situation.

what about this test

p.s. i also seen a test of cpu i3-2100ti (35w) had the same consumption as i3-540(73w)
