Question GTA not running well (when i know it should)

My Gta has stutters whenever i’m not in a building, and it runs about 40fps when i know it should be better.
specs- RTX 2070super
Intel Core I7-9700k
32GB RAM 3000mHz
1440p 144Hz GSYNC monitor
