GTA Online low fps on 1080 SLI

Hello, I have a 1080p 144hz monitor. I can't reach 144 fps in GTA Online. My GPUs usage less than 70%
In story mode I have 130-150 fps, it's fine, but when I go to online my fps drops to 80-100 fps on any settings. I tried to change graphic settings but fps not increased. CPU usage not higher than 30%. I don't think that processor is bottlenecking my GPUs. Help me what I should do to get 144fps in online mode.

I9 9900K
2xGTX 1080 SLI
DDR4 32gb
Asus Maximus XI Code z390
1200w

Make and model of your PSU? Are you on the latest BIOS update for your motherboard? Have you tried uninstalling and reinstalling the GPU drivers with the latest found off of Nvidia's support site? Is this issue seen only with GTA 5?
