GTA san andreas getting jerks in Phenom II X4 955

Today I installed this old game GTA SA on my Phenom II X4 955 BE with 4GB ram, HD 4250 on-board graphics, but having jerks/ extremely low frames after every 4-5 seconds. NFS Hot Pursuit 2010 runs great at lowered settings. BUT this game is NOT a hardware demanding game, the the hell is happening?
Even I am able to play GTA SA on my old Celeron D 2.4GHZ (single core, 256kb cache) , 1GB ram 400mhz, Intel extreme graphics 64mb (on-board)on 865 mobo decently. It runs very well on my that PC.

SA being an older game, I believe it suffers like earlier games from the fact that it cannot use 4 cores as it was designed to run on 1 core. So, go into task manager and force it to use only one core, see if that helps.

Also, if you're on windows 7, go into compatibility options and disable visual themes and set it to run under winxp compatibility.

If that doesn't help, I'd look for community developed work around
