GTA V Bottleneck?

My AMD Athlon X4 860K is always at 100% when i play GTA V where as
My GTX 960 is only as around 40-50% does this mean that my GPU is heavily being bottle necked by my CPU?

Also a lot of textures take a while to render in an objects spawn in late is this due to my CPU ?

GTA V is very hard on processors, I would say that is to be expected.

Try maxing out the graphic setting in GTA V.
This should increase the GPU usage.

Yeah ive put very high for textures , shadows etc still only around 50-60% on GPU and 95-100% on CPU

check your task manager for any high cpu usage and kill them
set gta v priority to high

It is. My A10-7850k (the APU version of your cpu) does this as well with a GTX 980 ti.

While you wont be able to reduce the cpu usage in GTA 5 (at least from what i've seen), you would be able to increase your minimum and average FPS by lowering settings that would impact the cpu. Like Population density, render distance, ect.

Should help with textures loading faster.
