gta V crashed and some textures did not load

hello , today i downloaded gta V and at first it played very good with no lag or stuttering but after i entered my apartment fps suddenly dropped to 1 or less and textures were not correct , i then tried switching from full screen to windowed and also changed resolution but it did not help , i then switched to story mode and it loaded but some car textures were loaded incorrectly and drivers appeared to be flying , i drove from there and suddenly my monitor told me it went to sleep so i restarted my computer

my specs are:
cpu : i7-4790
motherboard : inspiron 3847
gpu : msi armor rx 580 8 GB
8 GB ram
500 wat psu
240 GB ssd boot drive
and 1 TB where the game was installed

i thought that may be my psu's fault since it only has 25A on 12V line but i also bought my gpu from miner and maybe it is not working properly now

i don't think that's the issue since it started out fine for first 5 minutes but will give it a go if nobody else recommends something
