GTA V Fps Drop

I want to start by stating the problem as it may just be normal but probably not. My problem is when I play GTA V online or story mode it will start around 30fps. Then after (everything gets warmed up) 15 seconds I'll be at 59fps. I drive my car for about 5 minutes then traffic gets heavy and frames will drop down to like 17fps. Then it'll go up to 30 but never go back up to 59fps. It'll average like 22fps. This bothers me as my computer is on the higher end side for a consumer. I don't like anything below 45fps. I am using GeForce Exp Optimized settings.

(Just now I decided to run the game with the lowest settings possible at 1080p and I average 77fps so maybe I just don't have enough power to run optimized settings at 1080p???)

In this paragraph I will list my system configuration and specifications.
Intel i7 4790k (not overclocked)
Gigabyte GA-Z97X-UD7 TH
16GB (8GBx2) Kingston Hyper Fury 1866 RAM
Nvidia GTX 970 4GB Refrence GPU
Be Quiet Dark Power Pro 3 550w
2x 240GB SSD
1TB 5400rpm HDD
1080p 120Hz 39" TV

I built this computer myself and also installed a network card but I use Ethernet right now. On 1 SSD I have OS X and everything works fine over there, I can play Borderlands 2 and Batman and tons of Wii and Game Cube games on OS X with maxed fps. The other SSD I have GTA V on it, it's legit I bought it off of steam. And the 1 TB drive I have windows 8.1 Pro on there.

I think I may know the root to my problem. I just wanted to post this here so I could get exactly what I need. So after watching Youtube videos of the performace of GTA V with a GTX 970 I see many people with 8GB of ram and i5's that get a constant 60fps. This made me wonder what was my problem.

I think it is my operating system. First of all it's running on a 5400rpm drive. Second I got that drive from out my laptop, because the screen broke so I wanted to save my data. So my desktop computer thinks it has a battery and beats audio etc like my laptop. The OS in general also runs kinda slow. At startup, when browsing etc. Maybe I'm just used to OS X that's on an SSD. Now since this is a different computer I'm pretty sure I'm supposed to buy a new operating system. Which I plan on doing that once I get the money for the OS and the slot load dvd drive I need to read the installation disc. I will be doing that in 2 weeks because this friday I'm buying a new monitor so I can move my computer out of the living room. Now the new monitor will be 1440p so running at that res will really drop fps I'm guessing.

Thanks for taking the time to read this. Tomshardware suggested I be detailed so that's what I did. To conclude this I would be happy if these answers could be answered.

From all the details given what seems to be the problem?
Will a new OS on an SSD improve frame rates?
Will I need to get another 970 and SLI for 1440p at least 50fps?
Can I do an SLI with my PSU? (I know Be Quiet is a good brand and its has continuous 550w and a peak of 600w plus the 900 series cards are supposed to be very efficent drawing only 145w per card)

Is there anything else anyone can suggest to improve my system overall?
Everything is running at safe temps too.

*EDIT* Just went back to the game running on lowest settings and here I am back stuck at 11-25 fps. It's kind of reliving to know that it's probably not that I don't have enough power cause any settings will have me drop this low. It has to be a software issue or the OS running on a 5400rpm drive
 
Put the operating system on a ssd and that should solve the problem

Thanks for confirming that 5400rpm can effect games. I'm thinking its a pile of problems that results if poor performace. The drive being slow, also its from a laptop and pre built laptops usually have terrible drives in them compared to an aftermarket drive. I tried cloning my OS to the SSD but it said failed to write to sector. I'm just going to buy a DVD drive and windows 8.1 pro and install it on the SSD.

Something to try, turn off VSYNC in game and go to Nvidia Control Panel - Manage 3D Settings > and change VSYNC to Adaptive. VSYNC can turn the FPS down to exactly 30fps and back up for whatever reason, problem i was having.

after applying every possible fix found on the internet to the sudden fps drop problem ,i finally found the solution
just unninstal your driver with display driver unninstal and install the nvidia driver 344.75 for your vga
have a nice game =)
 
My solution is install older graphic driver (for me Nvidia) :) I had 350.12 and now have 347.25 and I have ULTRA settings in game and it runs on 60 fps constantly 😉 I hope I give you a good advice.
 
This worked for me and got rid of ALL the sudden fps drops. In my case i noticed that whenever i had these drops the gpu% went down, but after more research i found that it was actually related to the CPU. Try this: youtube.com/watch?v=B4Fu7QutYwY
 


Your problem very well maybe your HDD. I myself have a rig almost similar to yours:
i7-4770K
EVGA Z87 FTW
GTX 680 (OC ed.)

My OS is installed on a 512GB SSD but my games are installed on a 4TB USB 3.0 ext. HDD which holds a WD40EZRX (5900RPM). My settings are medium to high, nothing ultra spec'd out. When I drive ingame at very fast speeds for 5 mins or so, the game will freeze which is more than likely my problem.
