[SOLVED] GTA V fps issues

I first got GTA a couple of weeks ago and it would run at around 130-140 FPS range at very high settings but now all of a sudden I'm getting 40-140 fps and it stutters like crazy even if I lower the settings, is this normal? please help I don't know what to do.
Specs:
CPU: Ryzen 5 5600
GPU: GTX 1660 OC
RAM: 16 GB DDR4

Update when exit the game for a while it plays at the 100-140 range.

try this step by step (read until end):
  • Disconnect from internet
  • Uninstall gpu driver DDU (clean and do not restart).
  • Uninstall all the processors on device manager (should be 12 on yours, also when it asks for restart, click on no) like this...

try this step by step (read until end):
  • Disconnect from internet
  • Uninstall gpu driver DDU (clean and do not restart).
  • Uninstall all the processors on device manager (should be 12 on yours, also when it asks for restart, click on no) like this:

  • Restart the pc to bios, and update to the latest bios. Then go to bios again after update and load default or optimized settings.

  • boot up to windows and install the latest AMD Chipset driver, reboot, and connect to internet.

  • Install the latest nvidia driver.

    *do this all offline until reboot after installing chipset driver, also you may reboot to bios after all of this to set the XMP (and previous settings you did) and make sure ram is on slot 2 and 4 if you use 2 sticks. Download needed files (highlighted word) before doing step 1, do the step by orders.


  • And check windows update (and optional updates) if there is any and install them (except chipset in optional update). Also enable Hardware Accelerated Graphics Scheduling (available on the latest win 10 update) in graphics settings like this and reboot:

Make sure the psu connected to the gpu is 1 pcie cable per 1 slot (use main cable, not the branches/split) like this:

I mean I run a 2060 super and 3800x and I still cant get a stable 100+ fps on all max/high settings so not really sure how you did to begin with.

In all honesty, the games engine is not even designed to go above 60fps. Which is why the higher fps you get, the more bugs during menu options and etc occur.

Should I set my refresh rate to 60 Hz?

Most likely the problem is with the drivers, take a closer look at them. Maybe they need to be updated. There is another reason, it is clogged processor, go to the task manager and look at the load on the processor, which application eats the process the most. It is also worth looking at the game settings. Most likely you need to put some points lower. For example, even smoothing the process of the game can have a big impact on the process of the game.
