can i eliminate stutter by going to low settings in GTA V bc of weak cpu ?
My build :
g3250
GTX 750ti
8gb ram ddr3
since now i locked the game at 35fps with high setting and stutter dissapeard but i wont care about lower graphics if i can go more then 35 fps

Why dont you just lower the settings yourself and see if it is a better experience for you. Why do you need to ask, when you can do?

Probably but I wouldn't have chosen that CPU to start with. Not exactly a powerhouse.

that what i had money for . I upgraded to 750ti after the pc was built

Turn every advanced graphics setting to off.

Then turn off some of the heavy hitters like Ambient occlusion and reflection msaa
