GTA V frame drops and stuttering

Ia have a GEFORCE GTX 1070 FE, i5-7600k overclocked to 4.5GHz with 8GB ram. Since I have had the game I have had this problem and I would really like to fix it. It's like I have tried everything and I'm just clueless. I've tried every single combination of settings and it happens on all of them including vsync on and off as well as windowed vs fullscreen. If anyone has any ideas I would really appreciate it.
 
Solution
On my other build with i7 4790k 4.4ghz and r9 290x and 16gb ram I don't have stutter or fps drops, I got 8gb of ddr4 arriving Thurs so I'll find out if that fixes the problem. I just hope not having enough ram was the issue.

- Fullscreen (Windowed Mode makes the game stutter)
- VSync In-Game Off
- VSync in GPU Controll Panel On
- Optional: Cap FPS to 60 with Riva Tuner Statistics Server (comes with MSI Afterburner)
- Also, right click your desktop, go to resolution, go to Advanced Settings, it should pop up your graphics card, go to Monitor, make sure Screen refresh rate is at the highest, or put it to 60mhz.

I have a pretty bad pc, at least worse than yours, and I can play GTA without it dropping too bad or getting that bad of FPS, maybe one of your pieces of hardware are going out, go to other high detail games and see if its the same.

Oh also, try to update windows and make sure you have the most recent drivers for EVERYTHING, especially graphics card.

What exactly do you mean by FPS drops / stutter? If they are short (a few second) FPS drop below 10FPS, it may be an indication of the storage device loading slowly. Is the game found on an SSD or hdd?

I have the Seagate BarraCuda ST3000DM008 3TB but I've been looking at SSD's

Sometimes it's a very brief drop and sometimes its a long stutter. I've been monitoring my gpu and cpu temps and they don't go over 65c

got same problem as op on gta v, with a i7 6900k at 4.1ghz and 8gb 2933 ram and zotac gtx 1080 ti amp extreme I dip from 140-130 fps to 70-40. Got latest bios, reinstalled drivers, turned off power management stuff, and don't have problems with anything overheating. My guess is I might have a defective part or might need to get an ssd and or more ram.

Thanks for the reply, how would I go about finding the latest BIOS and finding where my drivers are stored. Also when I reinstall the drivers do I just reinstall the latest one?

If you by any chance have MSI Command Center software installed, then uninstall it. This was the only culprit that was causing my CPU clocks to run like crazy, hence making my game to stutter

Right now it's a mix between medium, high and very high. Texture quality and water quality are very high, MSAA is off, TXAA is on. Grass is normal and reflection stuff is off as well as advanced graphics. i use about 1/4 of my VRAM. I think the issue is the game having memory leaks. I've wanted to upgrade to an SSD and more ram anyways so i'll probably do that.
