ok so i have posted this before with ZERO help.

so i used to play gta v ALMOST ultra at around 65 FPS Average
well a couple weeks ago i started having this problem where when loading in at 3FPS and 3%-7% GPU load and when game im still at 3FPS and the GPU goes nuts going from 0% - 20% about 30 times a second

And it ONLY does it on GTA V, everything else i get 144Hz

PLEASE HELP! Ask me anything of you need to, send this to rockstar or someone if you have to because it seems NO ONE has a answer for this

Win 8.1
GTX960 STRIX 2GB
G3258 4.2gHz
8GB DDR3 Dual Channel

The problem sounds like your graphics driver may be corrupt. Re-install it and see how it performs. Also what happened around that time that you noticed a huge performance degradation? Windows Update? You can check the Windows Update history. Was any other software installed around that time? You can check in the Control Panel > Program and Features when a program was installed.

You didn't mention any specifics about your computer, OS, GPU, CPU, RAM, storage media, etc. The hardware specs helps a lot.

ive had 3 drivers installed and same problem

i also frogot to say that it only does this ion GTA V, everything else i got 144Hz or above

Win 8.1
GTX 960 STRIX 2GB
G3258 4.2gHz
8GB DDR3 Dual Channel

Ans it ALWAYS does this thing, and i don't recall installing anything at this time and windows update never does anything without my consent

Perhaps something got messed up with the GTA V program file(s). Check if there are any patches for the game. If not, you may want to consider re-installing it.

i did the verify game files thing on steam an it said all was fine an i cant reinstall because it took me 4 days to download it

Verifying via Steam only checks the files are present, not whether the files are corrupt. Four days to download really sucks, but if that's the only game having an issue, logic states that's where the problem lies. How long has GTA V been unplayable? a couple weeks already? I don't think four more days is any more hindrance.

sorry for the long reply, i do notice a HUGE performance degradation from the moment it starts loading, this is the only one a notice, SHIFT+TAB into seam overlay, if i start typing anything usually the letter pops up right then, but when in GTA V it will come up a few seconds later. so if i type in "Zombies?" it will go Z-----o-----m----b you get the idea. but if i tap out of GTA and return to the desktop (GTA V still up and loading) everything works fine
