Question Gta V is dropping to 50 fps even when my hardware usage is below 30% on everything

With the new Gta V casino update I decided to spend a lot of time in the casino. While I was there I noticed my fps would go from 60 outside to 50 a little while after entering. After this I thought I might look at task manager and see if anything was being used and everything was barely being used even while being tabbed into the game. I opened up CPUID HW Monitor and my cpu was barely at 50c and my gpu was at about 60c. I was wondering if anyone knows what the issue is or how to fix it.

As with any new update, there are bound to be some bugs/driver issues. Check the game forums from time to time to see if other's are having this issue, and how Rockstar goes about handling it, if at all.
