GTA V is only using 25% of my cpu

I recently started up GTA v figuring that I have good enough specs to run it at a mix of medium-high settings, but when I started playing I noticed a lot of stuttering and drops in frames. I tried putting all the lowest and highest settings, I changed the resolution and it was still stuttering badly. I also noticed when I was driving that buildings and roads would spawn in nearby and some times the road would disappear right when I'm driving on it.

My specs:
Intel quad core i5 4460 @ 3.2 GHz
Gtx 750 ti
G.skill 8gb ram (4x2 1600mhz)
Western digital HDD 7200rpm
 
Solution
Lowering resolution/settings will make it more dependent on the CPU, though GTA V is a balanced game. I advise upgrading to the RX 480 when it releases, much better for you.

Man i am having the same problem that you have but i have a wrost sytem:
Core i3 3220-3.3ghz
6gb ram
GT 620 1gb ( with overclock to 950mhz in memory and gpu)

500gb Wb and its an old acer XC 600 i want to build a new pc but i need to same some money first.
My cpu its running at 55% to 70% at max and i see some cpus like core i5 at 100% i dont know wath is hapening, my psu its shit and i cant open the pc because in on the fucking warranty ( i never clean it soo its very very dusty) he has got 3years old and more 2 of warranty pls guys help me 😀
