GTA V lag on R9 295x2 =\

Before I start here is my Dxdiag

So I have Graphic settings on pretty tuned down, nothing exceeds high (which I'm sure a r9 295x2 should be able to anyway)
I am getting 120 fps indoor, 70-80 fps on foot and 60-70 fps driving. The fps figures sounds fine but when I'm actually playing, it isn't smooth at all, when fraps tell those fps, it doesnt feel like it at all, its not the buttery smooth graphics i see other people have.
I have done the whole kill launcher bat thing, i relocated page file to another drive, i made sure my ssd is not on powersaving, my graphic drivers are all updated,
and I figure that the game is eating up 90%+ cpu and 3GB of ram, when there are explosions and lots of cars fps goes down to 30-40, I'm quite sure my card shouldnt do that, and I dont think my cpu should be a problem either, under heavy load my cpu usage is almost maxed, temp at 72degrees
need help 🙁 havent been able to enjoy my game.. not even at lower settings, im sure my card can handle more

Try removing your driver and reinstalling it again also try different resolutions

i reinstalled drivers many many times even using guru 3d to clean uninstall and install again, tried to not use CCC, and used MSI afterburner instead, no luck, still choppy and not smooth, i tried lowering resolution, still the same =\
