GTA V Laggy Gameplay and Crashing

Hello, I have been attempting to play GTA V recently and I have had a lot of problem.
I have a GTX 970 and the game shouldn't be a problem for it, however a large amount of times I try to play the game, i get from 30-45 frames, and sometimes I try to play, I get a solid 60+ FPS. I also have an AMD FX-8320, idk if that is the problem but I would assume it isn't the problem. I also will get frequent crashes when playing. Any suggestions or help

There could be times when there is a lot of graphics detail to process so the frame rate drops. I would also try to make sure that the CPU runs cool at all time to prevent it from throttling and causing frame rate drop.

The AMD cpu may be the issue, they tend to have larger frame swings than Intel ones. Try lowering settings, may even out the average frame rates.

Yeah, I lowered the settings and it kept the same frame rate

This shows that the AMD cpu could be bottlenecking the performance of the graphics card so that frame rate drops during busy scenes. It's also be that the GPU simply output lower frame rates in busy scenes.
