GTA V Lags after Sometime

First of All I Know does not meet the Minimum System Requirements Still I was able to Play GTA V on Normal Settings @ 30fps

My Specs are
Laptop Model No - Acer Aspire E5-575-59FD
Processor :- Intel Core i5-7200U
GPU :- Intel HD 620
RAM :- 8GB DDR4
OS:- Windows 10 Pro x64 Anniversary (Currently Getting Updated to Creators while I'm writing this )

Issue :-
Usually When I Play GTA V after 20-30m into Game it starts to Lag usually starting from Driving to Normal Play both

Solutions I Tried :-
1)I Researched and Some peeps Told it's Laptop Throttling Problem (laptop doesn't heat that much though while playing :/) and told to disable C1E State I did that Using Obsidian Tool :- No Help

2)I Tried with Setting Priority to High

3)Used Razer Game Booster

4)Increased Paging to 12GB

5)Have Set Everything to High Performance

Nothing seems to fix this Issue I'm on the v1.36 of the Game

PS:-
I was able to play Skyrim on Ultra Settings @30fps No Lags

So Any help will be Appreciated

What's probably happening is as you drive things have to load and unload at a rather high rate. As you yourself noted, your computer is below the minimum spec; it's probably struggling to keep up with the load and unload commands the game code is sending.

But it's running All Good for starting 30 mins also one of my friend is playing smoothly in Intel HD630

I may have misunderstood what you were saying in your original post. I read it as saying that it's fine as long as you're in one place, but starts lagging when you start driving around. Is that what you meant or do I need to get my language parser reconfigured?

Dude I laughed out loud, it's just that after 30m game starts to lag and I want to fix that

Loss of performance after time is nearly always heat related. What is your CPU temperature when you start gaming and after 30 mins when the problem starts?

What sizzling said is probably true; monitor your temps directly while running the game with a program like MSI Afterburner or CPUID HWMonitor and report 'em here. Let us know just how hot the CPU and GPU are getting as the slowdowns happen.
