[SOLVED] Gta V Lags on ATI Radeon 4650

Hey guys I have the old laptop core i3 first Gen with 4gb ram and a ATI radeon 4650 (1gb dedicated memory) I play gta v on it and it goes well for 10 mins but then it lags for 5 second and then get good but again it does for 5 second I don't what the problem is I have played gta iv on it with medium settings but it also lags for 5 second on it too. So please guys help me solve this problem.

GTA IV and GTA V are two very different games: GTA V requires way more power from your PC. I went through the same thing with my old laptop (1st gen i5, 4GB RAM, Nvidia 310M with 512MB dedicated) on Skyrim. It played Oblivion heavily modded just fine, but was running Skyrim at 1/10 fps.

Simply put, you need a new, much more powerful PC or laptop to play GTA V.

To give you an idea of what GTA V needs to play on all minimum settings (low everything, aa off, etc.):

OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1
Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
Memory: 4GB
Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)...

Ignore the sound card part, nearly every motherboard has better than that built-in.

But if I have upgrade my ram from 4 to 8 gb will it improve my gaming performance

Not likely, your video card is not good enough, and is likely where the issue lies (being 200% slower than the minimum, according to: https://gpu.userbenchmark.com/Compare/ATI-Radeon-HD-4650-vs-ATI-HD-4870/m7844vsm7788 ).
