GTA V lags, stutters and not loaded textures

settings, no lag, all textures very loading, but yesterday game started to run VERY POORLY : FPS spikes from 90 to 5 or even 2 fps, game started to stutter, textures when driving or flying started to not load properly, I set settings to lowest , but same thing is still happening. Now i tried to monitor my GPU usage while playing and it says that it uses not higher than 60% (usually 40%-50%), but every few minutes, or seconds usage drops to 0-5%.
My PC specs:
Evga SC GTX970
Intel i5 4440 3.1ghz
8GB of Crucial DDR3 RAM at 1600MHz
Crucial MX300 275GB SSD
some kind of Samsung 500GB 7200RPM HDD
500W cheapish PSU

Lag is still present. I honestly don't know what is causing this on your system. But I'd like you to do the list of things I've listed below.

(1) scan for infection with the following utilities:

https://www.bleepingcomputer.com/download/combofix/

(2) Test whether CPU is throttling.
Open your computer case temporarily, turn computer on it's side, so that motherboard is facing ceiling.
Is stuttering still present? FYI: I've never heard of CPU thermal throttling preventing textures from loading, so I definitely don't think it's causing at least that part of your problem.

(3) Defrag hard drive only; not SSD
I presume that games are installed on Samsung 500 GB HDD. Defrag it with...

My CPU temps while idle are around 50*C, and while playing AVG is 65, MAX : 70.
While load is still 100% 99 % of the time
 
Okay, then I don't think it's throttling. However you may have gotten that bad Nvidia driver that I've been hearing so much about. Please run DDU (Display Drivers Uninstaller) and then download the latest driver from Nvidia's website, and do a custom install (not express). Install everything except for GeForce Experience, for now. Then play GTA V again. Is the issue better, worse or the same?

While you should continue with removing the drivers with DDU and downloading and installing a fresh copy, something else occurred to me: I said run GTA V for 10 minutes, but what I should have asked is that you run GTA V until the stuttering and 5 FPS issue happens again, then look at the CPU temps. I'm wondering if the temps are much higher at that point. If THAT is the issue then it would be a simple matter of improving airflow, and "possibly" upgrading the CPU cooler, although I doubt it's needed with a non-overclockable i5-4440.
 


I forgot to mention that the same problem was happening to exact same PC 2 months ago: I installed Gta V , played it for a month or even longer and it started to lag af, stutter and not load textures properly. Maybe this info will help to.

 




i deleted and reinstalled drivers without game experience, GTA now starts with a bit of lag and non loading textures but after 10-15 mins lag kind of dissapears , non loading textures still appears but not as often as it did before.

(4) Re-test by playing games and try to reproduce stuttering. If it does, then run HWMonitor again and report temperature.

if my games are installed on ssd and windows too, which drive should i defrag?
 
Thanks, after scanning and deleting some stuff with those programs GTA started to load textures properly, and lag spikes are now gone, atlest some of them but others are because i almost maxed out game :) .
