About 6 months ago, GTA V started running at 20fps on my main account. Previously I had been getting around 100ish with the settings I had (PC specs at bottom). I didn't change any of the settings. I have 2 other accounts with GTA V on them. One of them got this problem too, but 2 or 3 months after my main got this. The third account still hasn't been affected by this. I have tried numerous different setting changes, validated the hell out of the files for the game, I've uninstalled and reinstalled drivers, and uninstalled and reinstalled the game. I've even reset my pc to stock and reinstalled everything I had to see if that would fix it, but no. In the benchmark, however, I've noticed that I get my normal 100ish fps, but as soon as i go into the normal game, it drops again. I've also noticed that while playing GTA V, my gpu doesnt go over like 30 percent usage, almost like its got a cap on how much can be used by GTA. Anyone got any ideas?

Game installed on an Intel 600p 512gb ssd
Gtx 1070 evga ftw, not oc
