GTA V low fps (low 50s) with great hardware

I've been complaining around on this topic all day. I have a great PC and this game (and all of my other ones) play like utter garbo. I can't stand it anymore..

Specs:

NVidia GeForce GTX 1070
Intel Core i7-6700
16GB DDR4 memory
2TB Seagate HDD
256GB SSD
HP 2B4B (Motherboard)
[Yes, I know it's pre-built. My parents decided against the decision of a Custom Built (and a shit decision at that) so i've got pretty low bang for the buck]

Before anyone goes on about how 50 is a good framerate, my fps also likes to climb and dip from 120-50.

Probably a bottlenecking problem and i can't help that.

My res is 1920x1080. my CPU usually stays around 70-75c when gaming. Don't know GPU temp. MoBo is some hp shit, so not sure how to access that for updates as i can't find my mobo in Device Manager. I'm pissed that i couldn't go Custom.

It may not quite be hot enough, but it's extremely close.

Juan, see if you can pester your parents into at least getting a better case for the computer. Airflow is key. Tell them that the computer is unable to cool itself properly in that HP case and that it might damage itself if this isn't addressed.

Parents won't budge, i've tried. They have said they aren't buying PC parts as the PC itself was expensive enough. but when i get off my fat bum and get a job (perhaps a couple months from now) i'll get my own PC

Get HDMonitor and while playing your games check the GPU and CPU usage and temp. If temps are above 70C it could be the issue. If usage on one of the items is 100% that would be an issue.

Is the monitor cable plugged in to the motherboard or the GPU? If it is plugged in to the motherboard it will be using the intel graphics on the CPU instead of the GPU.

Tell them that multiple experts have recommended getting a better computer case (which, by the way, doesn't necessarily mean a $100+ one), and that the computer could literally burn itself out and completely die, thereby wasting every cent they paid for it, if this one small upgrade isn't done.
 
Have you contacted HP? You would have paid for a warranty so use it, they might know of this problem already.

While I wouldn't buy from HP its not as bad as you think. Although built with the most basic parts possible it should be reliable, HP don't want lots of returns. The biggest issue with these prebuilt pc's is when you try and upgrade them, if you leave them as they come they should be reliable.

FYI your cpu temps are not the issue, that cpu won't thermal throttle until it hits 90 or 95c (cannot remember which). Anything under 80c is safe.
