GTA V low fps with rx 580

I have a RX580 with fx6300@4.6ghz in my pc, I'm only getting 50fps for high settings and roughly 30fps for ultra in 1080p, what is the problem? I used MSI afterburner to check the CPU usage for bottlenecks but the CPU usage was only at 60% while the graphic card was at 100%

The FX 6300 is the problem. It's not powerful enough to take full advantage of the RX 580 (bottleneck is most commonly used term). Unless you're playing games like Rocket League or Overwatch, your system isn't capable of "Ultra" settings.

but the cpu usage was not at 100%, is still still bottleneck?
