GTA V Low FPS

I had recently bought a new, rather cheap PC in proportion to what the hardware it offered and of course the performance.
Specs:
CPU : Intel Q9550 @3.0 GHz
GFX : Nvidia GeForce GTX 1050 2GB
RAM: 12GB
Windows 7 64 Bit ; 500GB HDD

Now, it was very clear to me beforehand that this PC build was not exactly top notch for that matter in terms of 'hardcore' gaming. Due to the circumstances at hand, it's purpose was to be fulfilled within the likes of work and casual 'computing activities' and occasionally be able to play games when the time allowed such an endeavour. However, even considering my builds low-mid spec, GTA V runs at an average of 35 FPS, occasionally dropping down to a meagre 25 with a maximum FPS of 80 of which is rarely attained of course. The strange thing is that this style of FPS remains constant no matter if I am running the game on low settings, medium or high (at ultra, as expected, the FPS does take a hit). Due to this I may only assume there is something wrong. Would this be expected for this build?
Also, my circumstance is such that my CPU cannot be replaced, long story short. Any advice would be appreciated, and I am open to any further details that may be required.
 


Apologies for the late reply as I had encountered some unexpected issues with my internet. Anyway, my GPU usage is on average at around 33%, occasionally dropping down to 29% and never going higher than 36%.
 


The difference in FPS between ultra and medium/low settings is 5-10FPS at max. I suspected my CPU to be an obstruction since it was released in 2008 but never gave the notion much thought. Well at least that clears it up. I have seemed to fix the FPS issue (slightly) by toning down some basic graphics settings such as shadows, tesselation etc that all seemed to cause the rather unnecessary frame drops. At high, I am now getting frames in the 40s and 50s. Thank you for your help, and I will most certainly consider a CPU upgrade, albeit in the distant future.
