GTA V (non-steam) re-updates and won't launch

So basically for the last couple months GTA V has not been launching so I pretty much gave up on the game. I've finally got the will to find out how to fix it but after atleast an hour of scouring the internet looking for similar cases and fixes and trying a few i've got NOTHING to show for it! PLEASE help me out Tom's Hardware lads.

So i have the non-steam version of GTA V with all drivers updated and no mods installed.

When I open the GTA V launcher it says >>>

Loading>
Downloading Update>
Downloading Update (0 bytes / 142.53MB, 0 bytes / sec) >
Checking Download Integrity (196.71MB/ 142.53MB) >
Grand Theft Auto V is now ready to play. >

*Then i click play in bottom right corner and the previous steps repeat*


PLease help a lonely GTA V brother out with this struggle
 


I'm using win10 and using a ms account connected to gmail

UPDATE*

I just disconnected my login account from microsoft and am using a local login

Also, no i have an Asus DirectCUII GTX770
