Well, you can always try systemrequirementslab.com, go to the site for GTA V, & either run the in-browser app or download the stand-alone app, & it'll tell you whether you can or not...& I would be highly surprised if it says you can.
Now, maybe you won't believe the result, because it compares your hardware to what Rockstar has listed as the minimum & recommended recommendations. But while I could build a "redneck trolling motor" out of a drill, a bit extension, & an old trolling motor blade, it doesn't mean it will be anywhere close to as reliable or have the performance of a real trolling motor. So it might be possible to get GTA V to "run" on a dual-core, non-HyperThreaded, CPU...but I wouldn't expect it to even be able to hit a minimum of 30FPS, especially in the intensive multi-threaded environments (driving, large multiplayer maps, inner city areas, etc.) unless you turned the details down to "Minimum" & turned the resolution down to, oh, maybe 640x480. And that means what, playing it at a quality inferior to what even a PS2 or XBox (not even XBox 360), or even Nintendo GameCube, could achieve? Is that what you're really looking for in your gameplay?
