Question Gta V Online stuttering

Hello, I am having issues where my fps is around 45-50 fps in gta v online, but cpu is usage is around 50% on all cores, I have tried setting even cores, which helped a little and even using only 3 cores, which made it worse as there were times where 1 core hit the 100% mark. Maybe someone has other suggestions that could be used.(Also maybe there are settings that would make the 45-50fps look smoother)


The cpu: ryzen 5 2600

Also Im very certain it is not the gpu as it is being used 36% abd changing graphics settings change nothing in performance.

Gtx 1660S, and the usage is around 36%, when play gta v online, but in gta v storymode the usage is at around 70-80% as I am guessing the cpu isnt holding it back there

3000Mhz 16gb ram, 480gb ssd, ASRock B450M mobo if the mobo and ssd mean anything in this case.
