I've been playing GTA V on the PC for a couple hours, and I've noticed in HW Monitor that the cpu usage is at 100%, and the GPU usage is around 93%. Is this a known issue? My CPU is a i5 4690k and my GPU is an EVGA GTX 970 SC ACX 2.0. Thanks for your responses!

Solution
I started a new thread, but whatch this Video in HALF SPEED, the i5 4690K (same as mine) is at about 95-98%... it has a better fps than the 8350, but it is suffering A LOT!!! It is not fluid AT ALL!! Please let's spot if there is a thread problem in GTA V...

I'm still downloading my GTA V, in some hours I'll put a new entry here...

Solution
I use:
4670K @ 4.5GHz
680 SLI 2GB
16GB 1866 (4x4)
5840x1080 @ 66Hz

I haven't played with graphics settings much yet, everything seems to be at High but not Very High, FXAA, V-Sync off but frame limiter set to 77fps. Game plays very smoothly, dropping down to around 55 but mostly sitting about 70 or on the frame limiter. CPU usage is regularly at 100%.

Ehh, that video is suspect.
I agree the AMD side looks more "fluid" but the Intel side also looks more blurry as a video.

Try this. Open task manager, start GTA V. Keep task manager on top and right click GTA V.EXE and set priority to high. Right click gtavlauncher set priority to low and click affinity and select 1 core. Also run service.msc and disable startup items. This seems to have stopped microstutters on mine, though tomorrow they might be back with the way this game runs (it is fine one time then the next it sucks)

I have no advanced settings and no fxaa and no msaa on a gtx 970. It still looks great and 60fps is icing on the cake..
