so can this PC play GTA V max settings 1080p 60FPS

i5-4590
R9 390 8GB
12GB DDR3 1600

Looking at this and knowing where the 390 sits I would say not quite 60fps but very close http://anandtech.com/bench/GPU15/1370

Also how is your 12gb ram made up, of its 3x4gb you should be faster with 2x4gb as the motherboard can run in dual channel mode as long as the ram is in the right slots

Your CPU is very good

yeah i got 4GBx3 as my RAM, but in gaming the 3rd stick never gets used and my MOBO "says" its running in dual channel

If you turn MSAA down to 2x or FXAA the game will run nicely for you.
