GTA V PC Stutter Issue HD 7950

Not sure if anyone else is having the same issue as me but.
I can play ABSOLUTELY butter smooth at a constant 60FPS then without cause or reason the game starts stuttering, tanking for a second or so down to 10-20 FPS.

My specs:
HD 7950
i5 2500
8GB of Ram
1680X1050 RES
128GB SSD

Anyone know why this would be happening and how to hopefully fix it?

I do g3258@ 4.2ghz, and r9 280 @1ghz (same gpu as yours)
same pretty much anywhere else.

I have not had any stutter issues, have you made sure all your drivers are up to date, and that old ones are uninstalled and not conflicitng with new ones?

u can try to set the piority off the game to higher then normal and lower all settings it should help

if not u can also try to close core 0 from task manager it will drop a lil bit off fps but fix it

and try to close all auto start programs or other background programs when ur playing the game

close explorer.exe can also help

what i can say is ur problem is ur cpu 2.5 gta has a performance issue so cant do anything else then close all background progs

I'm not sure if this is the same issue you're experiencing, but I would experience smooth framerate with what appeared to be stutters caused by the game seeking assets. So the framerate would be stable, but it would stutter with movement and such, even if I was just walking around my safehouse. The solution that worked for me, as stupid as it sounds, is to ALT+TAB out of the game and then back in. After that I have zero stutters except when traveling at high speeds and entering new scenery, which is to be expected.
