GTA V problem

I have 2 problems but I think by solving one you can solve the other. First is that I cannot open the nvidia control panel, second is the GTA V is running 20 fps on my computer with lowest possible settings. What I think the problem is that the computer isnt reading the GPU, I already updated the drivers but it still does not work.

Specs: AMD a10-7700k, 8gm ram, GPU geforce gtx 960

Make sure your monitor is connected to your GPU and not your onboard graphics. Although your CPU is very likely to be the cause of the low fps, it's very weak.

Not too sure I agree on the CPU being the issue. What is listed as your display adapter under your device manager? Is the Nvidia card listed there? WHen you check the options of the adapter does it say it is running?

I see other people with identical specs and they get 50 fps. So I doubt its my CPU. & how do I make sure my monitor is connected to my gpu? Im using hdmi cable on a TV btw.

Is the HDMI cable plugged into the back of the video card?
