Gta v R9 390 Stuttering

I just got an R9 390 (Made by MSI) and i try to play gta v but it seems as it just stutters, It'll go from smooth then to Stuttering every 5 seconds or so. Anyone know of a fix? Or could it be a driver issue?

Sounds like something is overheating and the systems keeps cycling in and out of thermal protection.
Can you monitor your temps while this is happening and report back please. Thanks.

Gpu Temps under load of 100% dont go above 70C, But My room is 60F
Cpu under load doesnt go above 50C

Iv tried all that, But nothing, And runs all my other games on ultra just fine, but no matter what i do with the settings in gta v it just stutters to the point its not playable
