Question gta v refuses to start. No other game has a problem and system works fine.

Hi all. Friends system is i5 4590, gtx 970 (recent drivers), ssd and 16gb ram, latest win 10 with all updates applied. Works great without issues. One game which refuses to start is gta v. Just the standard version...no mods. Anything I can check to determine why? Does it have a log file which can help? No other game has an issue. Thanks in advance.
