GTA V Run Low FPS But Laptop Above The Min. Requirements

My Laptop Specs Are:
I7 5500U 2.40GHz
8GB RAM DDR3
AMD R5 M330 2GB
But..FPS Average 30-35
Sometimes It Drops Below 30 FPS
Why??

The M330 is not a very good discrete GPU, nor is the 5500u a great gaming processor.
