Discussion GTA V running poorly

So GTA has decided to run poorly even though i have a better computer then needed. I'm bearly getting 60fps, sometimes i can't even get 40.

I think i know what the issue is but i don't know how to fix it. My taskmanager tells me that im unly using 0,1% of my graphics card (GTX 1080).

Does anyone have a solution? The GPU is not getting overheated either, it won't even get up to 60 degrees.

Intel core i7700

16GB Ram (2400mhz)

The PSU is 500W thats all i know about it didn't build my computer because im a pleb

I have a 1TB HDD and a 512GB SSD (running widows among other things)

The CPU usage is around 70-85% at around 70 degrees if i remember correctly

Yes and the resolution is 1080p
