GTA V runs 15FPS?

so m GTA V always runs 50-80FPS at 1080p and today i got on and it ran at 15FPS almost never hitting 20FPS, i restarted the game several times and it still runs like total crap, whats causing this and how can i fix it?

no, but let me try that XD my PC hasn't been shut off in a week
