GTA V spiking like hell

I had a GTX 1050 which unfortunately broke. After a few months I bought myself a GTX 1050 Ti. When playing GTA V I have insane spikes every two seconds or so. It's impossible to play. With GTX 1050 everything was fine. I have all the latest drivers and all other games are running fine.

Specs:
G4400 @3.3ghz
8GB of DDR4 RAM
GTX 1050 Ti
H110M Pro-VD mobo
10yr old HDD (Yes. I know. I will get a new one soon but still, GTA V was running fine with nearly no spikes with the GTX 1050, but now it's literally a spiky hell.)

Try a clean install of GTA V or repair the game files (Steam).

Check your GPU/CPU Temperatures if the clean install doesn't work. if the cpu is getting too hot and throttles down it would bottleneck the gpu really bad

I have checked the temperatures and they never go over 60°C. I'll try repairing files/reinstalling.

Okay, so I reinstalled the game and it's still spiking really hard. Nothing has changed. :/

What is your CPU usage while gaming?

Also where did you get the game from?

CPU usage is always 100% or little under, but thats normal cause i have a Intel Pentium G4400. Even with all the lowest settings the games spikes so that shouldn't be the problem.

I bought the game from Steam store.
